Use of memory card

I like to capture single frames from my video and use them in scrapbooking etc. Will the memory card be a much clearer picture versus tape or dvd?

Video works with an interlaced image, meaning that at any one frame, you only see every other line of resolution, first of the odd and then of the even. But at 30 frames a second, the human eye doesn't notice.
However, if you capture a single frame, you can notice the lack of quality. One would have to "deinterlace" two frames into one to get the complete quality.

If your camera has progressive scan capability, however, you may improve the odds.

But a memory card will only change the storage method, not the recording medium.
