I have a canon powershot SD450 and it will cost 135.00 to fix. Is it worth fixing? If not, what camera should I upgrade to?

As a 5MP camera, I think you can do much better. And rule of thumb is that if it costs north of 50% what you paid original for it to fix it, you're better off with a new camera. The SD990 or SD800 series are good choices as they have the new Digic IV chip for improved facial recognition and better low light performance. I'd take that $135 and got one of those bad boys. But it largely depends on your budget.

Sort of depends on what about your old camera that you liked when it comes to replacing it. I can really recommend most of the new Canons, either the SD series as James mentioned or the A series that are also available. Tons of options here: http://www.digitalcamera-hq.com/digital-cameras/canon_ratings.html
