What's best for still and video quality of the small point and shoots?

I love the idea of a small camera that can also capture decent video but my wife is a professional oil painter and wants to shoot paintings in her studio and I don't know if this will cut it.

I think this should serve you fine. Canon is very consistent with high quality images.

I agree. But I also think you should consider lighting for your pictures as well. Like a good light box for paintings. Lighting can make all the difference no matter what camera you use. A good example which can be found here. You'll need a larger one, of course, but lighting is everything when you're wanting to up the quality of the image. And it's easier on the painting than a flash.
