Here are the top 4 suggestions from Canon:
1. Batteries may need to be recharged or replaced.
2. Check to make sure the batteries are inserted correctly.
3. Clean battery contacts
4. Confirm that the memory card slot cover or battery cover is securely closed
It may also be that you are using underpowered batteries that aren't designed for high energy needs of a digital camera or that are simply nearing the end of their charge life. If you bought them at Costco or Walmart for instance or in bulk, there's a good chance that, while new, the batteries are nearly dead.
I would recommend using batteries from VARTA. They are a little more expensive, but they do come in much smaller packages and as such, tend to be much 'fresher." And they are specifically designed to be used in digital cameras.
One other thing - Have you confirmed the same problem using an AC Adapter? If you can turn it on, then you've confirmed the batteries are the issue.
