I don't see the software for download from the Panasonic website, so you may want to just contact Panasonic to see if they'll send you a new one. It may be a few dollars for shipping and handling. But here is where you can E-mail them: http://www2.panasonic.com/webapp/wcs/stores/servlet/vProdSupportContact?storeId=15001&langId=-1&catalogId=11017
However, most camera software is unnecessary. Most camera CDs are for bad post-processing software or to pull pictures from your camera. With Picasa and other free post-editing software (or Microsoft Paint or software you pay for), and memory card readers, you really don't need the software anymore. Is there anything off the CD you're actually looking for?
My father owns the Panasonic TZ3 (great camera!) and never used the software.
