i am not able to take pictures with flash

i am not able to take pictures with flash on mode, but when i turn off flash mode picture is captured

First thing I would do is reset the camera. This is a fairly easy procedure which involves either going into your setup menu and choosing "reset," holding down the menu key for 5 seconds, or, removing the batteries for a few minutes. It may be that the firmware loading got corrupted and the camera just needs to be "rebooted," which is something that turning it on/off won't accomplish. But after which, you should have the camera reset to factory default settings.

Another tip is to go to Canon's website and look for firmware updates. Download and install them.

i have done , still its the same, and i have put new batteries also, after some time it says change the battery

Well, I'd contact Canon about a repair then. If you're warranty is still in force. But if it isn't, check with your credit card company (if you paid for it that way), often companies offer a feature where the warranty is extended as a benefit of being a card holder.

if u haven't contacted Canon yet and had done the first suggestion, and if your camera is no longer under warranty, just give your A620 a mild bump or smack with your palm and see if it works. it worked for me...
