How can I make my Hoya 55mm polarizer filter fit my panasonic fz8?

I have a nikon 55mm uv filter that fits perfectly.I really don't understand about step-up & step down filters.I assume this is what I will need to get the hoya filter to fit.The filter is too big to screw it into camera.What type of accessory will I need to make the hoya fit & what brand and size.Thank you,

A step up or step down ring is simply that. It would be 55mm on one side and say 52mm on the other. This allows you to step down and use it on smaller lenses that have the ability to hold lenses. Brand won't really matter. The issue would be if you can actually affix a lens onto your camera. Most point and shoots don't have that option.

Thank you! so if a filter says 55mm on it ....is that measurement from the inside of the filter or the outside of the filter?

That would be the diameter from one side of the thread to the other.
