While in shooting mode, use the Mode Dial to set to Av. Then set the aperture by using the < or > arrows. The aperture values will show on the LCD screen as you change them. (page 71 of the manual).

Yes. What you want is to open your aperture wide open. This will narrow the depth of field and create that very effect. Also check out your portrait presets.
