My powershot S410 will not power on. I bought a new battery, but it still doesn't power on.

The new battery I bought was 850 mAH. When I charge this is the charger that came with my Canon camera purchase, it turns green in a metter of minutes. When I charge my old battery, the notifier also turns green ina matter of a few minutes. I don't know if the problem is with the camera or the charger.

It's your charger, more likely. Then again, at 5 years old, the original battery has lost so much of it's capacity, it's not uncommon for that to happen. Ideally, when you charge a new battery, you leave it charging overnight. Then deplete it, charge it overnight again, deplete and charge. Then, after that, it should charge in about 2 hours.
