any way to get fillin flash for outside or backlight situations?

manual says flash will fire when raised but this doesnt happen

It may not on full auto. Turn the flash on and it should fire. If not, I'd make sure you're using more powerful AA batteries. Ones with an mAh of at least 2700. Clean your contacts as well with a pencil eraser. Aside from that, if it still doesn't, a repair may be needed.
