Are you charging it with the camera on? Doing so temporarily interupts the power to the camera, preventing it from charging (it can also damage your xD card). Therefore, first thing the F700 manual suggests is to make sure your camera is off. Do you get the Self Timer lamp on when you plug in the AC adapter? If so, the camera is charging. If not, then you have problems and should contact FUJI for an RMA return right away.

Then I'm betting you have a defective one and an RMA return is well within your right to request. Hopefully, you have plenty of warranty left or you may need to plead your case some. Then again, if you paid with a credit card, it may have extended your warranty. Check with your credit card on whether they extend this option.

Make sure your battery is in correctly, if it is even possible that it is in backwards, then check your charger cable for DC power at the tip.
