Why doesn't dial turn on and off?

Camera is Easyshare cx7300. The dial to turn on will not move either way. have tried to push it with a screwdriver in the notch, but will still not move.

The great irony is my got looser as it got older. I'm betting you have some dirt or dust debris jamming it. Or, if you dropped it, you may have knocked it out of alignment. Try some canned air. Blow it in the as your working the button on/off. You may be able to work it free. But in the end, at it's age, this camera isn't worth paying to have fixed. The average cost of a camera repair is around $180. As such, the rule of thumb is that if the estimate for repair is north of 50% what you paid for it, you're better off taking that money and buying a newer and upgraded model.
