I am suddenly unable to download my pictures. Will replacing my cable solve my problem?

Shoudn't be due to the cables. I would buy a card reader, $10 or $15 each, and plug it to the USB port direct.

The computer will recognize it as a removable drive and read the pictures in the card.
You can then copy the pictures to a folder in the computer, or let Picasa do it for you.

With the older cameras, if you were once able to download your pictures, and are no longer able to, then resetting your camera will often fix the trick. I'm not really sure why this happens, just the USB isn't recognized by the camera anymore. Also if you have anything that sends out a wireless signal (mouse, keyboard, phone, etc), or anything magnetic, this could interfere. Finally, make sure you try all the USB ports on the computer (and also try different devices, flash drive, anything you have that connects via USB), it could be the computer and not the camera.
