I have a D200 with an AF-S Nikkor 18-200 lens. Shooting soccer and other action activities with AF, lots of blur. Any recommendations for correcting?

Generally, the still parts of the body (head/torso) are clear but the moving parts (legs, arms, hair, ball) are not...sometimes minimally and solmetimes grossly. Sunlight generally good. Use ISO 100 equivalent, AF lens mode and have used spot and all other shot settings with silmilar results. Have even tried using flash to minimize apperature. Is there some simple corrective action, like setting or mode (like sports mode) that I've missed?

Does this sound like a camera body issue, a lens issue, a compatability issue or (hopefully) a user issue?

Most likely it's a user issue. Read up on shooting sports photography. You want to go with a higher ISO ... say 400, maybe 800. Pan with the action. Prefocus. Use a burst mode. And go with manual focus. Oftentimes, it's much faster.

But honestly, you just need to know how to use the camera and know how to take advantage of, or compensate for, the speed limitations of the lens.
