The solutions (Canon/Nikon) are incompatible, so you'll have to choose one and stick to it. And there are a wide variety of bodies, so it depends on how much you want to spend. At the mid range, for perfectly acceptable images and reasonable prices, check out the Nikon D70 and the Canon 30D. If you already have a bird-spotting scope, there are ways to attach it to the various cameras, rendering a lens unnecessary (or, making any specific lens a high-quality zoom). If you don't have a scope, and want a high-quality telephoto lens, expect to spend a significant amount- more than on the camera body, certainly.
