I don't know of a camera that offers RAW support for that price range, even used. That being said, both the Lumix DMC-FZ30 or the DMC-LX1 can be found for around $300 used, support TIFF, JPEG, and RAW (though the RAW format used isn't perfectly compatible with all applications), and are great cameras.
