How is the image capture speed of this camera, how do I find out?

ie: How fast will this camrea capture fast moving subjects?

The shutter goes as fast as 1/2000, that's pretty short. Check out

How will capture fast moving things... mmm depends on the light. If it's midday and outside, almost any camera can take fair pictures. But if there's no so much light... it depends on the lens construction, the sensor size, and the image procesor.
The LZ3 has a 2,8 f on the lens, which is preety nice, so you will be able to take pics at ISO 200, at about 1/60 in insides. It's not bad for a point & shoot camera, but if you need something like 1/100... you will have to raise the ISO to 400.
The pics of this camera are great, so don't be afraidl for ISO's up to 400.
