Can you adjust the amount of flash?

I "used" to have a Canon A620 and I was able to adjust the amount of flash which was pretty awesome because sometimes a too bright of a flash just over exposes the shot..can you do this on the LX3?

I don't think so. But you could take a opaque plastic film cannister and cut a slot in it to fit over the flash. That will diffuse the flash and take the edge off.

in LX2, previous version of this camera, you can easily underexpose [one touch] any photo including those taken with flash. I believe that this camera is also capable of doing so. you can use external flash [hot shoe] and probably do much more with light that way.

Yes, while the flash is open you need to keep pressing the top button on the four way control until you see the flash icon. It will then allow you to adjust the flash output.
