i am having trouble transferring pics from the camera to laptop. nothing seems to work, not even a card reader.

Using card reader is the simplest way of reading and copying pictures to the computer.
If you encounter problems, you got to trace back your steps, starting from whether the Operating System(OS) recognizes the USB port.
If you are using Win98SE, you need to install a driver for the card.
If you are using Win2K or XP, you have to plug in the card reader after the OS is runing and wait for the message that the OS has detected the card reader and is installing the device.
If you want to connect the camera direct to the PC, you need to set it to PC using the Tools Menu before connecting it to the computer.

The Menu is accessed by turning the mode dial to the logo of a "Screw driver and a Wrench" and power on the camera..

You will see the menu of setups 1,2 and 3. Setup 2 lets you connect the camera to the PC via USB.

PC still not picking up usb connection when camera is turned on. Camera is set to PC on USB.

If you are using Win98, please install the USB driver before attempting to connect the camera.
Otherwise, the following should help :
a. clear the Device Manager list of ' unrecognizable items'
b. reboot the computer without the camera attached.
c. reconnect the camera set to PC.

An alternative to the above will be to remove the SD card and insert it to a card reader.
Plug the card reader to the computer, using Win2K or XP as OS.
The computer will identify the reader and list it as a new drive. All the pictures will be found in the drive.

I am using Vista, I have disconnected camera rebooted and tried again, result usb connection still not picked up by system.

There could be something else that we do not know.
The best way out, for the moment, is to use a card reader.

However, I would like to see this particular problem solved. If anybody else has any personal experience, please feel free to contribute.
