my dsc-717 tells me my memory stick is full when I know that it isn't; what is the problem and is this part of the recall?

Well it sounds to me like it needs to be reformatted. I'd get your pictures off it and then reformat the stick.

As for the recall, no. The recall pertains to a black LCD screen and a faulty CCD. Check it out here.
