Hi,
This sounds like a pretty serious mechanical issue. I've done some searching around, and I've found several users with similar issues regarding the P10 and its lens, but theirs tend to be issues with the lens refusing to stay extended, not with it refusing to move at all.
In any case, you will want to contact Sony's repair department to get a quote for the price of the repair. If your camera is still under warranty, the repair should be free (assuming there's been no physical mishandling--aka you haven't dropped it) except for the shipping to the repair center. If you're in the USA, the repair form can be accessed here.
