Why is my shutter 1/2 way open and vibrating when I turn it on? The screen says turn power off and on again. This doesn't hbelp it

Please tell me what I can do to fix the problem

Honestly? Get a new camera. For the cost to repair it, you can get a far better camera. Aside of that, this camera has a faulty CCD. Sony should repair the CCD for free, and if you're lucky, it could solve the issue. Try that first. If the issue still persists, then it's time for a new rig.
