When I swith my DSC-P92, the LCD will keep fliping with the result that I cannot take any pictures. Could it be repaired?

When I switch my DSC-P92, the LCD keeps fliping and on top I get also a brownish border.

Try resetting the camera. This is a fairly easy procedure which involves either going into your setup menu and choosing "reset," or, removing the batteries for a few minutes. It may be that the firmware loading got corrupted and the camera just needs to be "rebooted," which is something that turning it on/off won't accomplish. But after which, you should have the camera reset to factory default settings.

Another tip is to go to Sony's website and look for firmware updates. Download and install them.

And although it could be repaired, with the average repair cost of $180, it simply may not be worth repairing.
Rule of thumb is that if you get an estimate that is north of 50% what you paid for it, you're better off taking that money and buying a newer, more updated model.

The camera is probably discontinued. Best bet would probably be eBay.
