does my computer have to be off in order to plug in the usb cable?

However, before you unplug your cable BE VERY CERTAIN to click that little green arrow icon on the bottom tray of your computer screen. The one that lights up with "Safely Remove Hardware" and select your USB device/port, then wait until it says "Safe to remove/proceed".
