Does this cammera have an SDK like the Canon Powershot IS5? What camera would have an SDK similar to the Canon?

A SDK (Software Development Kit) contains the (*.DLLs) that let you control the functions of the camera in an application.

I understand what an SDK is. Thanks. But you're probably better off just downloading the drivers from Sony's website.
