Will Minolta lenses (100 macr, 28mm) for an SRT101 fit this?

100mm macro, 28mm are from the early 80's for an SLR SRT 101. Want to use with a new digital Cybershot H5 (sony)

Your Minolta lenses probably will fit the latest Sony dSLR because Sony has taken over the camera business of Minolta.

However, Sony H5 is one of the ultrazoom cameras that come fitted with fixed lens.
As such the lens is not interchangeable and I hope you are not too disappointed that your existing minolta lens will not fit this camera.

Can a filter such as a neutral density,skylight or polarizing filter be used with this camera ? If so, how do I determine which mm to choose?

Yes there are firms that supply filters for Sony H5 and the filter size is 58mm.
