When people ask about ease of use and good quality I usually point them towards the Canon Powershots, they are pretty much foolproof when it comes to figuring out how to work them. The Powershot A640 is a really good choice for a high quality mid-priced user-friendly camera.

I love the T30. Check that link for some good info and reviews of it. I think it's a good little workhorse- very durable and effective esp. considering its size. It has a long battery life and the LCD works really well even in bright sun. There's a good write-up about it here. Really good easy-to-use camera for beginners with good results in my opinion.
